The problem

A number without a provenance is not evidence.

Decisions about African economies are routinely taken against numbers whose provenance nobody can reconstruct. The same indicator appears with three different values in three different documents, and the version that reaches the decision-maker is usually the one that arrived most recently.

The second problem is asymmetry. The analysis that shapes a national decision is often assembled outside the country, on a timetable and at a cost that the institution making the decision does not control.

Sovereign Economy AI is built around the unglamorous half of that problem: a data layer where every figure carries its document, its publication date and its vintage, and where the interface refuses to assert more than the record supports.

How it works

Four rules the data layer enforces.

Register the source

Each series is entered against a named document with a publication date and a data vintage. Nothing enters the layer unattributed.

Grade the evidence

Values are graded, and machine output is marked as machine output. No figure is promoted above the Indicative claim band without two named human scorers.

Reconcile the conflicts

Where sources disagree, the disagreement is recorded and shown rather than resolved silently in favour of the most recent number.

Brief the decision

The module generates a decision brief that carries its source register, its known gaps and its unresolved conflicts on the face of it.

Public Debt

Prototype

A public debt decision layer: debt-to-GDP against thresholds, external debt by creditor class, currency composition, Eurobond principal falling due, scenario controls and a generated decision brief with its source register attached.

Debt Command, open in the browser.

The Debt Command module is a working prototype dated 29 August 2026. It reads Kenya's public debt position against published thresholds, separates external debt by creditor class and currency, shows the Eurobond maturity profile, and runs scenario controls with a plausibility check on the engine itself.

It also generates a decision brief that carries its own source register, its known coverage gaps and its unresolved conflicts between sources on the face of the document. Where the national, IMF and general-government bases disagree, the module shows the disagreement rather than choosing the most convenient figure.
